This notion is call spot reduction, and unfortunately it's a myth. See the body has a predisposed way of placing weight on the body and this is determined by genetics, DNA and such. Fat is stored everywhere in the body in a predetermined fashion. When we exercise and burn calories or fat, we begin to lose weight all over and not just in one particular place.
Trainers have a difficult time answering this question for this exact reason. Crunches won't help you lose weight, nor will sit ups, squats or any other strength building exercises. The only way to lose fat and cut the pounds is through cardiovascular exercise and then the every portion of the body will slim down, not just one particular. Sorry to say but that is the only way to lose fat in one area naturally, by losing it everywhere else as well.
You could of course opt for surgery to help slim your calves down, but I would recommend it. Surgery can have nasty consequences that wouldn't lead to satisfactory results. If you simply follow a standard cardio routine and aim to lose weight overall, then I promise that your calves will get smaller in size.
